Police say surveillance footage shows City Council member Moses Garcia, 53, making a racial slur and threatening to physically harm a customer during the confrontation. Authorities said they intended to charge him with terroristic threat.
The source of the allegations was a call to the gas station that prompted officers to examine the video. The accusations were described in a signed arrest warrant tied to the separate case involving the police chief.
