Dallas City Hall has become the center of a debate over whether the city should spend hundreds of millions of dollars repairing its aging headquarters or explore other options.
But according to City Manager Kimberly Tolbert, the problems facing City Hall are part of a much broader challenge.
Dallas owns and operates more than 500 facilities, including libraries, fire stations, police stations and recreation centers.
