The Human Rights Defense Center (HRDC) is suing Dallas County, Sheriff Marian Brown and Chief Deputy Shane Sowell for allegedly violating free speech and due process rights.
The lawsuit alleges the jail’s current rules and procedures surrounding access to physical books, magazines and periodicals amount to a near-total ban and violate the Constitution’s First and Fourteenth Amendments, as well as the Texas Constitution.
