D.R. Horton sues Rockwall County over housing development restrictions

TEXAS — A legal showdown is brewing between one of the nation’s largest homebuilders and a fast-growing North Texas county. D.R. Horton has filed two lawsuits against Rockwall County, claiming local officials are unlawfully stalling housing development efforts.

The Arlington-based builder argues the county has imposed “restrictive” infrastructure and road requirements that effectively block new residential projects. One lawsuit was filed in state court, while a second more recent case was filed in federal court, alleging the county is discriminating against affordable housing projects.
