A sweeping law enforcement operation, code-named ‘Operation Ice-breaker,’ has effectively dismantled a multi-state crystal methamphetamine trafficking network extending from Dallas, Texas, to Gastonia, North Carolina. The operation resulted in the seizure of 44 kilograms of crystal meth, with an estimated street value of $2.6 million, and the arrest of several key figures involved in the drug trade. According to WSOCTV, the investigation kicked off in November 2025 with the Gastonia Police Department, Gaston County Sheriff’s Office, and Cleveland County Sheriff’s Office joining forces to conduct surveillance on the residence of one Rickie Shane Hooper.
The initial phase of the operation, as reported by QC News, involved closely monitoring Hooper’s encounters with Javier Luviano-Navarro, whom investigators later confirmed to have supplied Hooper with a significant amount of crystal meth. Efforts to consistently track Luviano’s movements allowed investigators to quickly, but methodically, uncover his connections to a Cleveland County residence and a Gastonia storage unit, leading to the recovery of additional meth supplies.
The Gastonia Police Department Street Crimes Unit played a pivotal role on Thursday, stopping Luviano while in transit; officers discovered cocaine and secured keys to the storage unit previously subjected to search. Simultaneously, the Cleveland County Sheriff’s Office’s Community Interdiction Team encountered Eusebio Bustos-Osorio in a vehicle previously driven by Luviano.
