Downtown Foot Patrol Leads to Arrest of Wanted Fugitives

On February 25, 2026, at approximately 9:15 a.m., officers from the Central Business Division started a routine foot patrol in the 900 block of Pacific Avenue to provide a visible law enforcement presence and connect with residents and businesses in the downtown area. Officers observed a man, later identified as 23-year-old Coby Vandergriff, cross a street while a do not cross sign was lit. The officers stopped and performed a subject check on Vandergriff, who was found to have a warrant for first-degree felony Forgery out of the Texarkana Police Department, and multiple warrants out of the Navarro County Sheriff’s Office. During a search incident to arrest, officers discovered marijuana in his pockets. He was subsequently charged with Possession of Marijuana under two ounces in a Drug Free Zone, a Class A misdemeanor.

As the foot patrol continued, the officers observed two people loitering behind a business which has “No Loitering” signage posted. The officers approached the pair, and they could smell marijuana on one of the individuals. The officers detained the suspect, later identified as Kirk Rhoads, 30, who told the officers he had marijuana in his pockets. The officers located several, small clear bags of marijuana. Rhoads was taken into custody and charged with Possession of Marijuana under two ounces in a Drug Free Zone, a Class A misdemeanor.

The other person, later identified as Ja Tavia Thompson, 23, was identified by the officers, and found to have two outstanding warrants out of the Texarkana Police Department for first-degree felony Forgery. She was taken into custody without incident…
