DEKALB COUNTY, Ga. — Former DeKalb County Schools Superintendent Devon Horton is in more legal trouble after being arrested on Saturday.
Records show Horton was arrested at 1:38 p.m. on charges of child cruelty in the third degree and aggravated assault – strangulation.
