DES MOINES, Iowa – The city of Des Moines says it is planning to start building on empty parking lots. Officials say that a lot of downtown Des Moines surface parking lots have stayed empty after the COVID-19 pandemic. We’re told the city is looking to develop on privately owned lots, which will not take away from public parking downtown.
