DES MOINES, Iowa – An 18-year-old man is in the hospital in critical condition Thursday evening following a crisis negotiation on the rooftop of a downtown building. According to the Des Moines Police Department, officers responded to the state of Iowa Historical Building at 600 E. Locust St., around 1:42 p.m. Thursday, to investigate reports of an armed person on the top of the building.
