A criminal complaint states that Dishinger also told police that he had placed a similar tracking device on the victim’s car in November 2023. According to the complaint, Dishinger told police that the victim found the app for the first tracking device on his phone shortly after he placed it and became upset. Dishinger also told police he knew that the victim would not approve of him placing the second GPS device, the complaint states.
