WATERLOO, Iowa — Two people are arrested and charged with child endangerment after an infant is taken to the hospital for a spiral fractured arm, broken ribs, and a brain bleed.
The 6-month-old is now receiving medical treatment and is in the custody of the Iowa Department of Human Services.
