Norwalk’s city council unanimously upheld the police chief’s designation of a dog as “vicious” after a resident appealed the ruling, confirming the city’s process for reviewing dangerous-animal cases.
City Manager Luke Nelson said the case was straightforward, noting that the animal had bitten multiple people and had been held in a controlled setting throughout the appeal. He emphasized that the council’s role was procedural, designed to give owners due process even when the facts are clear. Nelson told KNIA News everyone has a chance to appeal:
“I don’t think there was any question our chief had taken the right action… It’s almost a shame that it’s such a lengthy process on something that seems so evident, but that’s why we have that clear process in place, to give everybody a chance to appeal.”…
