Iowa Medicaid change could limit speech therapy services, lengthen wait lists

DUBUQUE, Iowa (KCRG) — Talking didn’t come easy to Kyle Stumpf.

Kyle was born prematurely and needed a tracheotomy when he was four months old. The tube was removed when Kyle was four years old, but his dad, Bill, says it made talking harder for his son.

“Kids with Down syndrome tend to have speech delays, generally, and that compounded things for him because he wasn’t able to talk or start learning as early as some of the other kids,” Bill Stumpf said…
