Years-long investigation leads to arrest of Woodward Fire Chief

WOODWARD, Iowa — Woodward’s Fire Chief was arrested Tuesday on charges of tampering with public documents, following a years-long investigation by local and state law enforcement agencies.

Woodward Police Chief Jim Graham told WHO 13 that Fire Chief Matt Cavanaugh was arrested Tuesday night on 10 counts of tampering with public documents. He was booked into the Dallas County Jail but has since been released.

Chief Graham said the investigation by the WPD initially began a few years ago after irregularities in paperwork and how Cavanaugh was being paid were first identified. The WPD passed the investigation on to the Iowa Division of Criminal Investigation, but after a lack of progress, Chief Graham said the investigation came back to WPD about a month ago.

A six-month snapshot of examining records found irregularities in how Cavanaugh was documenting calls he was supposedly responding to, but didn’t, said Chief Graham.
