As of 7:00 a.m. on February 5, 2024, the Frost Law is in effect on all city streets until further notice, according to City Ordinance 514 Sec. 21-221(e),(f). This law is usually enforced in March, April, and May. It reduces the maximum axle load allowed on different road types.

The law requires a 25 percent reduction in the maximum axle load on concrete pavements or pavements with a concrete base. On all other road types, the maximum axle load is reduced by 35 percent. This measure helps protect the roads during the frost season when they are most susceptible to damage.

The Frost Law also regulates the maximum wheel load. It should not exceed 525 pounds per inch of tire width on concrete and concrete base roads. On all other roads, the maximum wheel load should not exceed 450 pounds per inch of tire width during the seasonal road restrictions.

The superintendent of DPW, the director of weights and measures, the ordinance officer, or any police officer can suspend these restrictions. They can do this when they believe the conditions of the highways justify such a suspension.
