Man accused of JCPenney caper at Southland charged with felonies

A man in a department who allegedly stuffed more than $3,500 worth of merchandise in two bags before making a run for it into a wooded area has been arraigned on felony charges.

Terrell Anderson, of Toledo, was arraigned in 23rd District Court and charged with one count of felony retail fraud (first degree), and one count of felony obstruction and resisting an officer.

He was given a $2,000 cash/surety bond on each case…
