A former Oklahoma City Public Schools employee is now the subject of an arrest warrant out of Cleveland County, accused of maintaining an inappropriate relationship with a student that allegedly began when he was a seventh grader and continued for several years afterward. Jennifer Lea Shokat, 44, of Norman, is charged with a single misdemeanor count of contributing to the delinquency of a minor, according to court records filed in late August.
The case was filed in Cleveland County District Court on August 26 after Norman Police Detective Forrest Perry submitted a probable-cause affidavit against Shokat, per court records tied to Case No. CM-2026-1571. As reported by KOKH, Shokat met the student, identified in court filings as J.T., while she was employed at Jefferson Middle School in Oklahoma City, and she remained in contact with him for several years afterward. Norman police opened their formal inquiry on July 21 after receiving a third-party report describing the alleged relationship.
A Photo, a Confession, and Thousands of Texts
According to the affidavit details relayed in the KOKH report, a reporting witness returned home early specifically to gather evidence and photographed Shokat lying in bed “cuddled up” with the student while both remained fully clothed. That photo was submitted to Norman police during the investigation. A search warrant executed on the student’s phone showed more than 1,000 text messages exchanged between Shokat and the student, the station’s report states.
The same reporting person told investigators he witnessed Shokat purchase marijuana and vapes for his juvenile cousin on multiple occasions, and said he personally bought marijuana and vapes after Shokat directed him to do so. A separate search warrant covering Shokat’s Instagram messages revealed she had purchased marijuana and vapes for the cousin, corroborating the witness’s account. The outlet’s report also states that Shokat notified the student she had confiscated vapes and marijuana pens from students at John Marshall High School, asked him which confiscated item he wanted, and had planned to bring him a confiscated vape or marijuana pen after work.
Invitation to Move In Without Court Approval
Court records described in the same reporting indicate Shokat invited the student to move in with her and her family in February, without obtaining court approval for the arrangement. She is also accused of providing a former student with alcohol and marijuana. Notably, the student himself has not reported the alleged conduct and appears, per the outlet’s account, to be attempting to protect Shokat.
District Response and Charging Decision
Oklahoma City Public Schools said it was made aware of allegations of inappropriate conduct involving a student and confirmed Shokat is no longer employed by the district. The district said student safety is its highest priority and called the alleged behavior unacceptable, adding that it violates law, district policy, and the public trust placed in educators.
