Man and woman arrested on multiple felony charges after contraband smuggling operation uncovered at Northeast Oklahoma Community Corrections Center

Oklahoma – An investigation by the Oklahoma Department of Corrections’ Office of the Inspector General (OIG) has resulted in multiple felony charges against two individuals accused of smuggling contraband into the Northeast Oklahoma Community Corrections Center.

The case began when the facility’s warden reported a suspected contraband operation involving inmate Kenneth Dean. Authorities later seized a backpack filled with illegal items, including drugs, tobacco, alcohol, and cellphones. Further investigation identified Amanda Carter as the individual responsible for supplying the contraband to Dean.

During questioning by OIG agents, Carter admitted to her involvement in the operation. A probable cause affidavit was filed with the Craig County District Attorney’s Office on January 6, 2025, leading to multiple felony warrants for her arrest…
