EL PASO, Texas (KTSM) — FBI El Paso is asking possible victims to come forward after federal agents arrested a “suspected serial rapist” in Houston.
Phillip Cerf, 62, was arrested on July 21 and charged with two counts of aggravated sexual assault. An El Paso FBI spokesperson told KTSM 9 News that Cerf had been a truck driver for 16 years. Law enforcement officials did not disclose if Cerf had any connections to the Borderland.
According to the Houston Police Department, Cerf’s DNA profile matched four of the department’s sexual assault cases from June 29, 1997, April 9, 2009, June 22, 2013, and July 3, 2016.
