EL PASO, Texas – An innocent bystander is dead after a Texas DPS chase ended in a multi-vehicle crash Friday morning in the Upper Valley. According to the Texas Department of Public Safety, an innocent woman is dead after a vehicle suspected of human smuggling– being chased by Texas Highway Patrol Troopers– crashed into her car on the intersection of Artcraft and Upper Valley Road.
