A Fort Bliss soldier finds himself behind bars on charges of animal cruelty after a video circulating on social media depicted a dog being mishandled under the El Paso sun. In a statement provided to KFOX-TV, the El Paso Police Department revealed that 46-year-old David Anthony Scott was arrested and is facing the charge of “cruelty to non-livestock animals: kill/poison/serious bodily injury,” a third-degree felony.
