EL PASO, Texas (KTSM) — A 47-year-old man is facing animal cruelty charges after a year-old video surfaced allegedly showing him physically abusing a small dog, the El Paso County Sheriff’s Office said.
Charles Lee Lipscomb III, 47, is facing two charges of cruelty to non-livestock animals, the Sheriff’s Office said. Lipscomb, who was already in jail on unrelated charges, was rebooked into the El Paso County Detention Facility. His total bond was set at $15,000…
