Initial findings disclosed by the department’s Special Traffic Investigations unit offer a sobering account of the events leading up to the fatality. Luis Francisco Salcido, identified as the pedestrian, was reported to be crossing Zaragoza/Sunfire against the do not cross sign, making it only to the center median before stepping off and being struck by an oncoming 2016 GMC Yukon towing a tow dolly.
