HOMEOWNERS in a Texan community are outraged after being fined over $2,200 from an association they didn’t even know they were apart of.

One resident has recently spoken out after receiving a trash can citation from a Homeowners Association she never knew existed.

An HOA is a legal entity that governs a community, managing common areas and expecting residents to help do the same.

Residents in the Paseo del Este housing development in El Paso, Texas, recently spoke out about their findings in interviews with KFOX14.
