Doña Ana County approves portion of Project Jupiter revenue to pursue desalination plant

The Doña Ana County Board of County Commissioners approved a pair of resolutions at its Oct. 14 meeting that will spend promised revenue from Project Jupiter to fund two water-related projects in Santa Teresa.

The latest Project Jupiter-related resolutions come one month after the board approved the issuance of $165 billion in industrial revenue bonds over a 30-year period at its Sept. 19 meeting to finance the construction of a data center campus at the Santa Teresa Industrial Park. At the same meeting, the board also approved a Local Economic Development Act (LEDA) agreement that would allocate 50% of the county’s gross receipts tax revenue to Project Jupiter. In exchange for property and GRT breaks, Project Jupiter has agreed to direct payments to the county for an estimated $360 million ($12 million annually).

The approved LEDA calls for Project Jupiter to return the first $50 million from its GRT share to the county to be used for water/wastewater infrastructure in the county and $6.9 million for community projects as identified in an accompanying memorandum of understanding between the county and Project Jupiter…
