On the eve of Halloween festivities, the El Paso Police Department (EPPD), alongside District 5 Representative Ivan Niño, transformed the Upper East Regional Command into a haven for the pint-sized goblins and ghouls with a pre-Halloween Trunk-or-Treat Safety Event.
