Hertel & Brown owners faulted as minor defendant sentenced in fraud

Carl W. Lewis Jr., a physical therapy assistant, was ranked last in importance in the 21-defendant indictment in the Hertel & Brown health care fraud case.

Lewis’ standing as the case’s 21st defendant was reflected in how he was sentenced in U.S. District Court in Erie for his role in the $22 million overbilling scheme at the Erie-based Hertel & Brown Physical & Aquatic Therapy.
