Convicted felon faces new charges three years after serving 30-year sentence

An Erie man who shot and killed an Erie police officer 33 years ago is now facing new charges.

Now 51-year-old Michael Bibbs is back in police custody after Erie County District Attorney officials said he threatened to kill several police officers and his neighbor in the spring.

Bibbs finished serving 30 years in prison for the killing of Richard Burchick just three years ago.

Originally, Bibbs pleaded guilty to these new charges of terroristic threats and others.

Jeremy Lightner, the prosecuting attorney on the case, said Bibbs is now attempting to withdraw that guilty plea and parties involved are requesting that Bibbs undergo a competency exam.

Lightner added that Bibbs will remain in custody until his evaluation is completed, where his request to withdraw his plea will then be reevaluated.
