Chautauqua County’s top cop is hopeful that the recent arrests of two individuals who have ties to a pair of unsolved cases in the county will cause people to come forward with more information. Clarence Carl Carte, who has been identified as the lone person of interest in the Bindics case, was arrested on August 22nd in Florida on a sexual assault charge. Meanwhile, Kenneth Norman Anderson — Anderson’s estranged husband — faces kidnapping and assault charges in Ohio. Quattrone believes there’s still people out there who know information about the unsolved cases…..
