Hanover Man Accused of Failing to Shelter Horse from Elements

A man in the Town of Hanover has been charged under New York Ag & Markets Law after an investigation into an animal cruelty complaint Wednesday afternoon. Chautauqua County Sheriff’s deputies responded to a location on Angell Road at about 2:00 PM and found that 40-year-old Ryan Smith possessed a horse on his property that was allegedly not provided adequate shelter from the elements. Deputies say the horse has since been relocated to a local animal rescue. Smith was charged with overdriving, torturing and injuring animals; failure to provide proper sustenance.
