UPDATE 4:58 pm: The National Weather Service has issued a tornado watch for Erie, Crawford and Venango counties in Pennsylvania, along with Ashtabula County, Ohio, until 11 pm.
A watch simply means that conditions are in place for a tornado to happen, whereas a warning means a tornado has been spotted.
