Atkins Dame is partnering with the city to redevelop the 16-acre property fronting the Willamette River into hundreds of units of housing with retail and restaurant spaces. The ambitious project is years behind schedule — only two of 13 proposed buildings have been built — and financial headwinds have hampered timelines and plans for market-rate housing.
