PORTLAND, Ore. (KOIN) – Eugene police said they recovered a dozen large tanks of nitrous oxide while responding to a crash on Tuesday night.
Police said they were called for a welfare check on a car parked in the middle of the road on Chambers Street and West 29th Avenue.
