For decades, Daniel Davis never experienced any challenges accessing 1.2 acres he owns bordering Hileman Landing Park, north of Eugene’s Santa Clara neighborhood.
A county road runs through the park, providing a single unmaintained lane that pedestrians, hikers and cyclists can traverse to enjoy scenic views along the Willamette River. A locked gate blocks vehicles from entering.
This is the only road offering Davis access to his property, which he acquired in 1991. Davis, who relies on a walker to get around, cannot walk around the gate and enter his land, where he would like to eventually build a house.
