EUGENE, Ore. – A 52-year-old man accused of raping a homeless woman in downtown Eugene is facing charges, according to the Eugene Police Department. EPD officials said that a witness told police she interrupted Jeffrey Schwartz raping the woman in an alcove near West 10th Avenue and Olive Street at 1:15 p.m. on January 30. The witness told police she confronted the man but he left the scene before police arrived, authorities said. Police said responding officers located the woman but she was unable to fully communicate because of her mental capacity. Police officers, detectives, housing support authorities and Lane Transit District security found Schwartz in a tent on Mill Street where police arrested him, EPD officials said.
