Mark Everett Foglesong, 55, was arrested after an investigation by the Eugene Police Street Crimes Unit. The investigation focused on narcotics, leading to a search warrant for Foglesong’s vehicle and motorhome. The search on February 7 revealed over $5,000, suspected narcotics, digital scales, and a rifle.

The narcotics included about 167 grams of suspected fentanyl powder, 180 grams of suspected methamphetamine, and 69 grams of suspected fentanyl M30 pills. Given that 2 mg of fentanyl can be lethal, the quantity found in Foglesong’s possession is substantial.

Foglesong is now in custody at the Lane County Jail. He faces charges for Possession, Manufacture, and Delivery of a Controlled Substance, a Commercial Drug Offense. The case number is 24-01890.

The Street Crimes Unit (SCU) that led the investigation focuses on prolific offenders. They identify these individuals through intelligence-based policing, public tips, and other sources. The SCU actively addresses quality-of-life issues across the city, working with community groups, neighborhood associations, and city services.
