‘It’s a supply issue’: Eugene races to build housing as homelessness surges

EUGENE, Ore. — As homelessness rises and Eugene’s rental vacancy rate remains one of the lowest in the state, city leaders are doubling down on housing development efforts— starting with a gravel lot in the heart of downtown.

The North Butterfly Lot, a half-acre parcel located next to the Farmers Market Pavilion, is one of the most visible pieces of real estate targeted for redevelopment. The City of Eugene is now seeking a developer to transform the vacant space into trendy, mixed-use housing that will align with Downtown revitalization goals and expand urgently needed housing supply.
