EUGENE, Ore. – A woman arrested in Eugene is now facing charges in Umatilla County for allegedly supplying methamphetamine to an inmate, resulting in his death, according to court documents.
Court records show that Heather Sutherland was extradited after being charged with second-degree manslaughter, unlawful delivery of methamphetamine, and supplying contraband. She was arrested Sunday by a U.S. Marshal on a secret indictment.
The inmate, Edward Dugan of Eugene, died in a dry cell at Two Rivers Correctional Institution in 2023. His family claims he was left there for 78 hours before his death. A dry cell lacks a sink, toilet, or other water sources and is used to monitor inmates suspected of swallowing contraband…
