Eugene, OR. — At approximately 1:54 a.m. on February 5, officers with the Eugene Police Department responded to a report of a man waving a firearm outside OMG Northside Medical Clinic, located at 3915 River Road.
According to police, the man had set up a camp near the clinic’s main entrance and was positioned behind a tarp attached to an exterior post. Multiple Eugene police officers responded to the scene, with assistance from a Lane County Sheriff’s Office K-9 team.
Officers made contact with the individual, later identified as 62-year-old Todd James Ottem, who was argumentative and refused to comply with commands. At the time, officers did not know the location of the reported firearm, and Ottem was wearing a long coat. When instructed to face away from officers, Ottem instead moved his hands toward his waist…
