Eugene won’t join Springfield in outlawing panhandling

It will still be legal to hand something from a vehicle to a panhandler in Eugene, City Council decided Feb. 18 after rejecting a proposed ban on the activity.

Last April City Council began discussing a panhandling ban which would have prohibited drivers and passengers from passing items to pedestrians while on public streets, mirroring a similar law that’s been in place in Springfield since 2019.

At a Feb. 18 meeting, Council ultimately decided against the idea in a 2-5 vote (Councilors Matt Keating and Randy Groves in favor, Councilor Greg Evans absent), a reversal from the previous 5-4 vote advancing the proposal…
