EVANSVILLE, Ind. (WEVV) – A man is facing drug and paraphernalia charges in Evansville after police say they caught him with both in front of a local church. Officers say they were dispatched to a church on Northwest Fifth Street to investigate a report of a man lying on the ground in front of the building, holding a crack pipe.
