An active-duty Army soldier from North Carolina was charged this week in Cumberland County after police said he masturbated in front of a woman in a mall parking lot and then filed false police reports.
Around 7:15 p.m. June 19, Lower Allen Township police were sent to the Capital City Mall for the incident.
