Cumberland County has promoted Rayshonia Manuel to director of Community Development, recognizing her extensive experience in public-sector finance, compliance and community-focused program administration.
Manuel has over 20 years of experience supporting local government operations and most recently served as finance accountant for the County’s Financial Services Department. She previously worked as a business manager with the Community Development Department, where she oversaw budgets and complex federal funding sources and ensured compliance with audit and regulatory requirements.
