Former JROTC instructor charged after allegedly treating student like dog, using belt as leash

A former JROTC teacher at Duval County Public Schools, Cail Morris Jr.,  has been charged with child abuse after it was discovered on tape that he was treating a Sandalwood High student like a dog, including asking her to perform tricks and using a belt as a “leash.”

On May 13, the 58-year-old was charged with third-degree felony child abuse and taken to the Duval County prison.

A School Safety Officer (SSO) reported potential wrongdoing after viewing a video that was taken in the JROTC section of Sandalwood High School, according to an affidavit for an arrest warrant that was part of Morris’ booking report, as seen by News4Jax…
