TROY — Taryn Hallweaver was visiting friends in the city in 2024. She parked on the corner of Madison and Fourth streets. Within minutes, her car was gone.
She then had to walk several blocks and pay $200 to retrieve the vehicle from Von’s Garage, a city-contracted towing provider in South Troy.
