Whistleblower Warned DCYF Secretary of ‘Major Theft’ at Juvenile Facility Amid Growing Agency Scrutiny

As the Washington Department of Children, Youth, and Families (DCYF) continues battling mounting questions over daycare subsidy oversight and billions in unauditable spending, newly obtained records reveal a whistleblower directly warned DCYF Secretary Tana Senn last year about alleged “major theft” occurring inside a state-run juvenile detention facility.

According to records obtained by The Center Square through a public disclosure request, the whistleblower contacted Senn in June 2025 alleging that theft at the Echo Glen juvenile rehabilitation facility was occurring with the knowledge of DCYF personnel and was being actively covered up.

Echo Glen, located in Snoqualmie, is Washington’s medium-to-maximum security juvenile rehabilitation center housing female offenders up to age 25 and male offenders up to 18. The facility has faced years of criticism over security failures, staffing shortages, escapes, and assaults…
