(WFXR)- Governor Abigail Spanberger orders U.S. and Commonwealth flags to be flown at half-staff on Sunday in memory of the victims of the 2019 mass shooting at the Virginia Beach Municipal Center.
Twelve people were shot and killed on May 31, 2019 by a city public utility engineer. Five others were wounded, four critically.
