EAST PROVIDENCE, R.I. (WPRI) — Under Rhode Island’s Access to Public Records Act, “information reflecting an initial arrest of an adult and charge or charges” is a matter of public record.
But after the city of Pawtucket denied Globe RI reporter Amanda Milkovits‘ request for the wrongful arrest report of Central Falls resident James Barsoum, she received a surprising response from the Rhode Island Attorney General’s Office.
