KNOXVILLE, Tenn. (WATE) — A Tennessee Department of Transportation worker was in the right place at the right time Friday when he helped a mother who had just delivered her baby off of I-40 in Knox County.
TDOT shared a dash camera video showing what happened when TDOT HELP truck driver Chester Hembree responded to the highway distress call.

“As he approached the vehicle, he heard over the radio it was a woman in labor. He was the first responder on the scene,” TDOT said on social media.
When Hembree arrived, the woman had just delivered her baby. The department shared on social media that Hembree asked the woman whether her baby had cried, and the woman said no. Hembree cleared the baby’s airway and helped get the child to cry and breathe regularly, TDOT said.
Knoxville Police and first responders arrived soon after. Both mother and baby were taken to a hospital in stable condition, TDOT said.
