Three men charged with defrauding IRS and SBA in $5.5M fake payroll scheme

PORTLAND, Ore. (KOIN) — Two Utah men are accused of defrauding the Internal Revenue Service (IRS) and Small Business Administration (SBA) of more than $5.5 million in a fake payroll scheme, with a third person in Oregon pleading guilty, federal prosecutors in Portland said.

Federal officials said that David Starling, 61, Adam Starling, 55, and Benjamin Young, 39, were all charged with conspiring to defraud the United States. They added that Young faced 12 counts of wire fraud in addition to conspiring to defraud the United States.

Adam is the only one of the three who has pleaded guilty to conspiring to defraud the United States.

According to court documents, the three men owned or controlled eight companies and falsely listed numerous family members, including minors, as employees of the companies in 2020 and 2021.
